Something About Celebratory Fire

How do you tell the difference between violent gunfire and that of the celebratory kind? As I was watching CNN report about the death of Saddam Hussein there were bursts of gunfire heard in the back ground. The reporter told Anderson Cooper that it was celebratory gunfire. Even Cooper was a bit skeptical. With almost 3,000 US deaths and the civilian toll in the hundreds of thousands, I would think most Iraqis wouldn't know the difference between good and bad gunfire. With either one most people would be heading for cover.
